Open your image. Here is mine:
Duplicate the layer and on the duplicate use a little Hue/Saturation to add more color to the photo.
Put the duplicate layer on darken mode from the layer blending mode.
Make a new document, 1000x1000 pixels, white background.
Go to Filter > Noise > Add Noise and give a 56% noise, Gaussian monochromatic.
Now go to Filter > Blur > Motion blur and apply a motion bur with these values: angle: 0, distance 100 pixels.
Open the image you want to modify. This is mine: Now zoom to around 6-700% to see the eye extremely large in order to make an accurate selection. Take the pen tool and make the eye shape like in my example. It doesn't have to be perfect. Now right click and choose "Make selection"...
Start by opening a image.
Press Ctrl+U to open hue/saturation window. Apply settingsa as shown.
Duplicate the layer.
From layer pallete change the color mode to linear dodge.
